Thales fournit des systèmes de commande de trains par télécommunications (CBTC) et des systèmes d’enclenchement destinés au secteur des transports en commun sur voie ferrée à l'échelle mondiale. Le centre de compétences pour la signalisation ferroviaire urbaine est situé au centre-ville de Toronto. Nous sommes le plus grand bureau situé au Canada et nous disposons d’un service pour chaque étape du cycle de vie du développement logiciel (SDLC). Thales Canada Transportation Systems (TCTS) is a domain of the GTS GBU of the Thales Group, with around 500 million CAD in revenue. The Director , Financial engineering bids  is in charge of the preparation of the bids and proposal pricing and commercial content for the Thales Canada URS Domain, ensuring a strategic approach, consistent quality, uniformity and timely delivery.  With a view to support all stakeholders in their decision making: addresses all financial considerations and recommends reliable and suitable solutions, monitors financial performance and optimizes financial resources, supports growth for the Country and the BL while ensuring compliance with legislation and applicable accounting regulations.  Acts also as delegate for URS BL CFO for worldwide financial engineering bids.

Key Accountabilities:

  • Direct and oversee the proposal pricing and commercial content within the Group guidelines for bid management.
  • Involvement at opportunity review stage with Bids operation and Legal teams to propose the optimal industrial structure for the bid
  • Preparation of TCTS and consolidated Price and Cash Sheets (PCS) and Financial memo.
  • Oversee bid requirements to identify areas of commercial risk and opportunity. Ensures implementation of solutions that improve the risk/reward mix and competitiveness of the bid opportunity.
  • Review and interpret relevant financial information to support validation of overall proposal strategy and pricing. (I.e. tax structures, foreign exchange, foreign price level trends and general economic conditions.)
  • Work closely with Legal to ensure offer/contract clauses are in line with pricing strategy and IFRS compliance
  • Liaison with respective DAFI and Treasury representatives on trade finance topics, including but not limited to project financing, risk mitigation (pre-shipment, credit, political, etc.), bonding/PCG, foreign exchange/non-deliverable forward, etc.
  • Work globally within the BL to support management of proposal efforts.  Provides guidance, support and direction to other business units & countries regarding pricing and financial/commercial content of bids
  • Lead finance staff and other bids and proposals personnel to expedite the creation of proposal deliverables.
  • Approve overall bid finance strategy and work completed within the Bid Finance team
  • Co-ordinate with various stakeholders to ensure proposal documents/deliverables are published in time to meet deadlines. 
  • Participate in the review of proposal deliverables ensuring the proposal package meets the form and content requirements of the Customer including as required all pricing schedules and rates/Overhead calculations.
  • Act as the Finance Lead to support contract negotiation and customer price/rate review/audit
  • Act as Gate keeper to ensure approval process is implemented/followed as per Group instruction including issuing BL mandates for URS BL CFO.
  • Flow down and implement Group policies and guidelines, to ensure internal control processes, team compliance and reporting are secured
  • Support process improvement/ambition boost initiatives
  • Conduct performance appraisals for direct staff and provide input to Manager’s for performance appraisals of indirect staff.

 . Qualifications :

  • Relevant University Degree.
  • Professional Accounting Designation (CA, CMA, CGA) or equivalent (International MBA) an asset.
  • 10+ years’ experience management within a large, global organization
  • Minimum 5 Years business experience with emphasis on complex international contracting.
  • Excellent organization, verbal and written communication skills.
  • Ability to work under pressure on multiple bids/activities and complete them accurately within schedule in tight timeframes
  • Good negotiation and project management skills
  • Good understanding of commercial and contractual terms and conditions
  • Some international travel required
